Battle Rules vs Challenge Rules

I've been looking into the battle rules and challenge rules and it seem that there is a a lot more that can be done with challenge rules.

For instance, with challenge rules I can;

• Select 4 Pokemon from my party to use in a battle
• Set the level of all pokemon in the battle to 50
• Have banned pokemon
• Have restricted pokemon
• No duplicate held items
• Have banned items

Where as I can't seem to find nearly as many options when looking at the battle rules.

Am I missing something here or are challenge rules just more robust than battle rules?
