Yes, shiny rate is 1/256. The starters are not shiny locked - you will see if its shiny or not once it pops up as your follower :)

Hey! The patch file simply needs to be copied into the main game folder - which is the folder that containts ALL the other files (same folder your Game.exe for example is also located). Hope this helps! :)
