First or second gym? Both gyms have story connections to mines. If it is the first you either need to talk to the scientist in Kohle Town or talk to the main prof in Fels City's PCM (if I remember correctly). If it is the second, the gym is unlocked after activating the switch there.

Lemme try to answer this: If you mean the first gym, you need to go west into the forest which leads to Kohle Town. Afterwards you can access the gym in Felsen City. Holz Town's gym stays blocked, because it is getting demolished. If you mean the second gym, just explore Obake Town a bit. I...
