All relic stones increase by level depending on how many commanders you've beaten. Once you beat Zillia you'll unlock the level 30 boost.

If you're pokemon are within level 26-28 that's a good range to be in at this time.
The exact odds are 1 in 1655. I bumped them up because I wanted to see more shinies since I put in the effort to make them. That being said I think the game likes to fudge the numbers so it might not seem like those odds are correct.

Form 1: An Eevee with no stones will evolve using a relic stone that boosts it to level 30 or above.
Form 2: In the Lost Laboratory there is a canister of Void Energy. Introduce an Eevee to it and it'll evolve. Or you can catch one from an enemy trainer.
You'll need to travel to each room and look at the computer monitors. Each monitor displays a number. Take all 3 numbers, put them into the input computer and you will be able to progress.
